It's designed to be able to insulate wires, connectors and prongs from moisture and elements to prevent corrosion. It can touch multiple contacts at once without transferring any signal across wires, hence why it's an insulator and "dielectric." Regardless of all else, if connector prongs are touching as they are designed, dielectric alone will not keep the signal from being transferred.
